Clarion council approves budget amendments, utility rebate program

At the Clarion City Council meeting on Tuesday, May 17, a public hearing was held for budget amendments. City Administrator Clint Middleton noted that there were increases in the budget in various areas.  Budget amendments are common, and the budget must be amended so the city doesn’t overspend.

Festival in the Park bringing back live stage entertainment

              Festival in the Park anticipation is rising! The annual event is back this year on Saturday, June 11. The Clarion Development Alliance (CDA) has a day full of fun activities and events planned.

               As usual, the day will start bright and early with pancakes! The Clarion Fire Department will again be hosting their pancake feed at the fire station, serving from 6-10 a.m.

Nuisance matter for Maasdam properties tabled

               A good portion of the Tuesday, May 3, Clarion City Council meeting was taken up by a nuisance hearing about a couple of properties owned by Larry Maasdam. The properties in question are the 1520 Central Ave E and 305 4th St NW lots, the two properties on the east and west edges of Clarion that have farm equipment on them. The purpose of the hearing was for the council to decide if the properties should indeed be declared as nuisances and what timeframe to give the owner to rectify the violations.

Clarion council: More public hearings, another pilot study for water plant

Like the previous meeting, the Clarion City Council meeting on Tuesday April 19 included multiple public hearings. The first was for the issuance of hospital revenue notes for the benefit of Iowa Specialty Hospital – Clarion in an amount not to exceed $2,360,000. The hospital in Clarion will be adding multiple labor and delivery rooms and shifting some office spaces. No comments were made during the hearing and the subsequent resolution approving the matter passed. ISH will repay the loan themselves, not at a cost to the taxpayers.

City ok’s budget, hears about downtown parking

At their meeting on Tuesday, March 22, the Clarion City Council held their annual budget public hearing. No comments had been received before the meeting and no one present at the meeting had comments or questions. The council went on to approve next fiscal year’s budget. The city tax levy will increase to $18.95542 per $1000 of taxable property value from last year’s rate of $17.75758.

Clarion city tax levy to go up by over a dollar

The Clarion City Council will move to take the final steps and approve the 2022-2023 budget at their March 22 meeting next week.

The budget for the upcoming year (which was published previously in the Monitor in the legal notice section) sets the city tax rate at $18.95542 per $1000 of taxable property value. That is a significant increase from last year’s rate of $17.75758. The levy rate for ag land is about $3.00 per $1000, about the same as last year’s rate.

Council approves property tax levy

At their March 1 meeting, the Clarion City Council held a public hearing on their maximum property tax rate. For the third year per Iowa code, all cities (and other government entities) are required to pass a resolution establishing their maximum property tax dollars for certain levies. The “Maximum Levy” applies to certain individual levies that the city uses, which contribute to the overall tax levy. But it should be noted that not all levies are included in this calculation. The law created a 2% threshold that applies to the revenue derived from certain levies.

Clarion Chamber passes resolutions to dissolve

In a meeting of Clarion Chamber members last week, the group voted on resolutions that move them closer to merging with Clarion Economic Development to form the Clarion Development Alliance (CDA).

The two resolutions passed included the following- 1) Adoption of resolutions of the Agreement to Combine Entities and for Disposition of Assets and Liabilities to Combined Entity and Article of Merger. 2) Adoption of a resolution dissolving the Clarion Chamber and Development.

Council accepts bids for Mosaic/Early Learning Center renovation project

At the Clarion City Council meeting on Tuesday, February 15, the council took up several agenda items related to the Early Learning Center project. A public hearing was held on proposed plans, specifications, form of contract and estimate of cost for the project that would renovate the Mosaic building into the Early Learning Center. The hearing was a necessary step as the city is committing funds to the project. No comments from the public were made during the hearing or received prior to it.

Clarion council ok’s Mosaic building purchase

At the Tuesday, February 1 meeting of the Clarion City Council, the group took action on a few agenda items related to the Early Learning Center. They authorized a purchase agreement for the Mosaic building. Much of that building will be undergoing renovations to become the Early Learning Center by the end of this summer. The agreement outlines the city’s plan to purchase the building for $1 along with leasing back space for Mosaic offices onsite.
